Deuteronomy 4:15-16 - King James Version
15 Take ye therefore good heed unto yourselves; for ye saw no manner of similitude on the day that the Lord spake unto you in Horeb out of the midst of the fire:
16 Lest ye corrupt yourselves, and make you a graven image, the similitude of any figure, the likeness of male or female,

Not even close to the topic, the context of Deuteronomy 4:15-16 was all about God's instruction to Moses and to the People that during those times, when he appeared to Moses, his countenance was never known to any man, so they were instructed not to make graven images in any likeness since they don't have any reference as to what God should look like. This is not even an issue to the concern of Jose Rodelio Retome Rata, and it seems like he simply picked up some random biblical lines without knowing the background.
