Ok, so here's the Text and since it is a mixed topic, I'll add a direct response on each subject. -

First of All it was John as the writer who said it, And obviously, you don't know what his statement as clearly as the context goes.
If you try to read about those verses prior to it, you will come to notice that the laws of God were presented through prophets like Moses, and of course Moses saw God face to face and not just him but many others who can confirm God's existence.
